According to a document from the Ministry of Education, Science and Technology to the APEC regional audience, the Korean innovation plan for LED had made a success that the next generation InGaN blue light's efficiency was increased by 30 percent.

The document gives an outline of how the results were achieved. The results, in terms of technical details were said to be because of zinc oxide nanorod optical waveguide effects.
